States of Guernsey Emergency Planning is the government function within the Committee for Home Affairs responsible for civil protection, emergency preparedness, and coordinating multi-agency responses across the Bailiwick of Guernsey. It operates under the Civil Contingencies (Bailiwick of Guernsey) Law, 2012. Services include major flood planning, radiation and nuclear risk assessment, and pandemic planning. It manages Guernsey Civil Protection, approximately 30 trained volunteers sworn as Special Constables, available 24 hours a day.
